How can I individually select clients to send a newsletter? It appears I can only select groups.

While the Email feature allows you to pick and choose individual contacts or a group of contacts to send messages to, the newsletter feature, by design is meant to be for marketing to send to groups of people at a time.

A workaround would be to send the newsletter (subject line and content) as an email to those clients.
