When you go to BILLING > SETTINGS, you don't need an API login for PayPal in the “Merchant & PayPal” tab; you only need API Login data for PayPal in the “Recurring Billing” tab and there are instructions there for you to follow.
How and where do I get my API Login so that I can set up my Paypal account with Coaches Console?
