Here is how we would recommend you approach this situation:

Create "Groups" in your contact list (maybe labeled according to each of the two target markets you serve)

When you add forms, upload documents, etc, you can assign those forms/documents to specific groups. So each target market will only have access to the forms specific to their group.

You would add 2 separate "Pages" to your website: one "Page" for each target market. These 2 pages would each serve as the welcome statement and instructions for each specific target market.

I would make each of these added pages a "Sub-Menu" of the main "Welcome Page"

Then on the Main "Welcome" Page of your Console website, I would make this a more generic welcome page. Just below this generic welcome paragraph, i would then have a section of text that specifically welcomes Target Market #1 and gives clients a link to the sub-menu page that is specific to that target market. Just below that section on the Main Welcome Page, I would add another section that specifically welcomes Target Market #2 and gives that group a link to the sub-menu page that is specific to that particular group.
So your Main welcome page is more of a generic welcoming statement and is used to redirect each target market to their specific welcome page (that is set up as a sub-menu to the Main Welcome Page).
