If I point my external domain to the Console IP, do I still need my web host and external website?


Please note that external domain name (the URL) and the external website (the content built on the external domain name with whatever website building platform, like WordPress) are two different things. To point an external domain name to the Console IP, you do need to have your domain name hosted by a host provider, but you don't need to keep (or create) your existing external website.
